COVID-19 Coronavirus Update

The Indian River County Community Development Department has announced changes in its offices (which include the Building Department, Current Development, Code Enforcement, Long Range Planning, and Fire Safety Divisions) to help continue to provide necessary services to the public and business community while ensuring the safety of the public.

Effective 12:00pm on Friday, March 20, 2020, the Department will only accept departmental permits and will conduct all departmental processes by phone, electronically, and/or by using one of our convenient Dropoff and Pick-up boxes in the Lobby of the County Administration Building. While the Community Development Department's physical offices will be closed to the public, our employees will all be available via phone and via email and we will ensure that all residents and businesses may access the functions and information they need without person-to-person contact at the department offices. This includes obtaining information about, applying for, filing, and receiving building permits, temporary use permits, administrative approval permits, file or follow up on a code enforcement action, apply for housing assistance, and all other departmental functions.

While all-electronic formats are preferred at this time, paper applications will still be accepted in the lobby to minimize hardship for our applicants. Instructions for Electronic Permit Filing

Statement of Function
It is the purpose of this department to establish and implement a comprehensive planning program to guide and control future development within Indian River County. The planning process is intended to promote, protect and improve public health, safety, appearance and general welfare; prevent overcrowding of land and avoid undue concentration of population; facilities, housing and other required services, and conserve, develop, utilize and protect natural resources within the County. The Community Development Department consists of Planning and Development, County Planning, Environmental Planning and Code Enforcement, Metropolitan Planning Organizations (MPO), State Housing Initiative Program (SHIP), Hurricane Housing Recovery (HHR), Building Division, Housing Authority, Agricultural Extension Service and Soil & Water Conservation District. As the Administrative component of the Community Development Department, the Planning and Development division coordinates and manages the activities of the divisions within the Community Development Department.

New Impact Fee Schedules Effective 5/5/2014
At a public hearing on April 22, 2014, the Board of County Commissioners (BCC) approved the new Impact fee schedules for non-residential uses. The new schedules, effective on 5/5/2014, reflect reduced impact fees for non-residential categories, except for Jails and Veterinary Clinics. More Impact Fee Information

Gifford Neighborhood Plan Update
The Gifford Neighborhood Plan is a grass roots effort by the Progressive Civic League of Gifford, Indian River County Board of County Commissioners, and, most importantly, the people, community groups, and institutions in the Gifford area. Provide effective planning and implementation of services through orderly growth management, setting levels of service standards, and promoting and pursuing a positive economic development environment in order to meet all County comprehensive plan goals.

Objectives:

  • Maintain State compliance of the Comprehensive Plan.
  • Enhance computerization and increase productivity in all areas of responsibility.
  • Ensure that all department projects and reviews are completed on time.
